Yuri Ushakov, a senior aide to Vladimir Putin, announced that the timing of upcoming trilateral talks between Russia, the United States, and Ukraine is directly tied to conditions on the battlefield. Speaking to the Interfax news agency on October 29, Ushakov indicated that the date for these consultations will not be fixed until after November 4.
The Russian official emphasized that the overall strategic situation will determine when the delegations meet. He stated, "The date will also be [set]. It is clear that this will be after 4 November." This comment aligns with his previous assertion that Moscow is prepared to resume talks only after that specific date has passed.
Ushakov clarified that the negotiations will involve specific representatives from the three nations. He noted that the contacts are planned "with the participation of representatives of Russia, Ukraine and the US, representatives specifically." European leaders will not participate in these technical sessions, which are scheduled for next month.
The composition of the Russian delegation remains undecided. Ushakov explained that while a core team exists, the final roster will be determined in the near future. "We of course have a core team, but I think the composition will be determined in the near future," he said.
Ukrainian President Volodymyr Zelenskyy recently indicated that Russia appears serious about holding these meetings in Abu Dhabi. Zelenskyy noted that the timing of the early November session depends on the United States. Meanwhile, the Telegraph reported that Moscow may use the new round of discussions to seek concessions from NATO.
The trilateral technical talks are designed to address the ongoing conflict between Russia and Ukraine. Ushakov’s remarks confirm that the process is active but remains flexible regarding the exact schedule and personnel involved.
