Russia will return to five international ice hockey tournaments in 2027 following a ruling by the Court of Arbitration for Sport on Friday. The decision mandates the International Ice Hockey Federation to allow Russian participation in the men's and women's World Championships, the men's World Junior Championship, and the U18 men's and women's World Championships. The ruling takes effect immediately.

The Court cited a lack of evidence supporting the IIHF's previous security concerns as a major factor in the decision. For decades, Russia has competed at the highest level alongside Canada, the United States, and Sweden. The federation had barred the country from all events, including the Olympics and World Championships, following its 2022 invasion of Ukraine.

The decision creates immediate logistical challenges for tournament organizers. In the 2027 Men's World Championship, Ukraine was the final team to qualify for a spot. If Russia participates, Ukraine may be pushed out of the tournament. Host nations face additional diplomatic hurdles because the CAS ruling does not force government authorities to grant entry visas to Russian national teams. Germany, which hosts the upcoming Men's World Championship, has already voiced security concerns regarding the return.

The ruling leaves questions about national symbols unresolved. It does not dictate whether Russian athletes may wear their national flag or play their anthem. In previous Olympic cycles, the International Olympic Committee has allowed Russians to compete as individuals or as "Olympic Athletes from Russia" without national symbols. The CAS decision does not impact the 2030 Olympic tournaments directly, though the IOC lifted its ban on Russian athletes in July, opening the door for their participation in the 2028 Los Angeles Summer Games.

National governing bodies have reacted with disappointment. Finland stated it will not restrict its athletes from playing against Russia. Germany, Czechia, and Austria said they are taking time to decide their positions. Hockey Canada has not issued an official statement but told Sportsnet it is seeking clarity on the decision. The men's World Junior Championship is scheduled to begin in Edmonton and Red Deer, Alberta, on December 26.

Anders Larsson, president of the Swedish Ice Hockey Association, told the Swedish News agency TT that a boycott is not on the table. USA Hockey has not released a statement as of the time of writing. The IIHF must now determine how to integrate Russia into the existing bracket structures for the 2027 events without displacing qualified teams in a manner that causes further diplomatic friction.
