Nampa City Council directed staff to revise the mobile food vendor ordinance on Monday night, opting to adjust specific provisions rather than vote on the entire package immediately.

The proposed changes include consolidating multiple permits into a single license and eliminating requirements for fingerprinting and specific restroom access.

The council also identified new allowances for food trucks operating on private property. These changes permit vendors to remain parked overnight and set up outdoor dining features such as tables and umbrellas, subject to specific requirements.

Sonia Champlin and Rae-Ann Stein, co-owners of the Perking Spot coffee truck and trailer, said the line-by-line review provided necessary relief. They have operated their business in Nampa for six years while waiting for clear regulations.

"It's stressful, never knowing where we stand and if one day we're just gonna be told to pack up the six years of work that we've put into the community and bounce," Champlin said.

Council members debated several operational details during the session. Councilman Victor Rodriguez expressed concern that early versions of the draft placed unnecessary burdens on businesses. He argued that allowing customers to sit down encourages additional orders and supports small businesses.

Councilman Dale Reynold emphasized the mobility of food trucks, noting that their ability to move is a core part of their operation. Councilwoman Debbie Skaug warned that strict packing rules could eliminate many local vendors. Councilman David Bills noted that Nampa has historically administered the existing ordinance in a relaxed manner.

A proposed 9 a.m. start time drew particular criticism from coffee vendors. Stein said the early opening requirement would negatively impact their specific business model. The council debated expanding operating hours but did not settle on a single standard time during the meeting.

Staff will now incorporate the council's direction into an amended draft. The city council is scheduled to meet again in two weeks to review the updated ordinance.
